No apologies necessary, I'm a fan of random, lol. :-)

For castings calls, which is when a model is going to meet a client in the hopes of getting hired for a gig, it usually doesn't matter what kind of bra they're wearing. Padded or not, if measurements are taken during the casting itself, the person doing the measuring will simply take the bust size with whatever bra the model happens to be wearing.

For open calls, where the models are visiting an agency in the hopes of getting signed, the type of bra also doesn't matter in most cases. However, some agencies will state in their open call guidelines that female models should either wear a two-piece swimsuit underneath their clothes or bring a swimsuit that they can change into once they get to the agency. So in those instances, the bust measurement would be taken with the model wearing a swimsuit top, which could be lightly padded or not.

The bottom line: padded or non-padded bras in most cases don't make a huge difference when it comes to getting measured or sized. A lot of the time the models are simply asked to write down their measurements and other stats on a form so no actual sizing/measuring takes place--the client or agency simply takes the model's word that they know their sizes, which can always be verified later on for accuracy if they're hired or signed.
