Without knowing more details about your situation and what resources you're currently using or what your portfolio looks like, I would recommend the following to improve your opportunities to network with more photographers until you've built a portfolio you feel confident moving forward with:

Join Facebook Modeling Groups: do a search on Facebook in the Groups section for modeling communities. Narrow down the results by location so you're able to join groups with photographers and other professionals close to you. These groups are great for networking and collaborating with others. Plus, many people post castings as well, so you can kill two birds with one stone and start submitting yourself to projects.

Join Model Mayhem: this is a networking site for those in the modeling industry. It is free to create a profile and upload your photos. All submissions are screened so once you're approved, you'll be able to use their Search tool to find photographers in your area to do test shoots with. There is also a Casting section where you can search for paid and non-paid work. 

Stay Active on Social Media: if you're not already doing so, it's important to keep your content fresh on the social media sites you do have. Tik Tok is the most popular at the moment, although Instagram and Facebook are still heavily used as well. The more you post about yourself, especially modeling related content, the more visible you'll be to others. It also doesn't hurt to use IG and FB to search for photographers and introduce yourself to see if they'd be interested in shooting with you.

Evaluate your portfolio as well. Chances are you're probably fine to start submitting to modeling jobs right now. If you've got at least a professional headshot, full body shot and a few images of at least 2-3 different looks/outfits, you already have enough of a starter portfolio to begin looking for gigs.
