To answer your question, yes, full stats should be provided even for a 14-year-old. The ideal stats/measurements you should always include (unless otherwise noted) are:
- Age
- Height
- Weight
- Bust
- Waist
- Hips
- Pants
- Shoe
- Dress
There is optional info like "inseam," which is the measurement from your ankle up to the crotch (this is relevant for pant size), shirt size, etc. but the list of items above is more than basic enough for agencies to get an idea of your physical appearance.
